Hello All;
Two new Requests For Information (RFIs) this week, from the Navy and PNNL.
The Navy is interested in obtaining preventative maintenance and
nondestructive inspection services for cranes, while PNNL is seeking
potential licensees for its noninvasive liquid and slurry characterization
system. Please see the attached text file for further details.

The intention of this solicitation is to obtain preventive =
maintenance
inspection (PMI), preventive maintenance service (PMS), =
non-destructive
testing of crane hooks and elevated crane trackage, repairs, load =
testing,
calibration and certification of overhead cranes, hoists and weighted =
handling
equipment (WHE) at the Marine Corps Base, Camp Pendleton; Naval =
Weapons
Station, Seal Beach, Fallbrook Detachment, Fallbrook; Naval and Marine =
Corps
Facilities, San Diego, Los Angeles and Riverside Counties, California. =
If is
further the intention of this solicitation to have all cranes at =
Naval
facilities maintained in accordance with NAVFAC P-307, and all other =
cranes,
hoists, and weight handling equipment maintained in accordance =
with OSHA
standards and regulations. =20
The North American Industry Classification System (N.A.I.C.S) Code is =
811310,
the Standard Industry Classification (S.I.C.) Code: is 7699 ? =
Service,
Maintenance and Repair, Miscellaneous, and the small business size =
standard is
$5 Million. A firm fixed price indefinite quantity contract with a =
base year
and four options years is anticipated. The minimum guarantee is =
the firm
fixed price portion of the contract. This requirement is being =
solicited as
small business set-aside in accordance with FAR Part =
13.003(b)(1). The
contract will be awarded using the "Lowest Price Technically =
Acceptable"
source selection process.
Firms will submit proposals to address the following technical =
evaluation
factors: (1) Past Performance on Similar Projects or =

Title: ON-LINE METHOD AND APPARATUS TO CHARACTERIZE FLOWING =

Pacific Northwest National Laboratory (PNNL), operated by Battelle =
Memorial
Institute under contract to the U.S. Department of Energy, solicits =
interest
from companies interested in obtaining license rights to =
commercialize,
manufacture and market the following technology. License rights may be =
issued
on an exclusive or nonexclusive basis and may include specific fields =
of use.
PNNL may also be available to licensee(s) to assist in further =
research and
development of the technology under a sponsored research agreement or =
CRADA
program. =20
The technology is a versatile, non-invasive, on-line, and accurate =
method and
apparatus for measuring the viscosity and other physical properties of =
liquids
and slurries flowing in pipes or other conduits. The technology is =
based on
combined spatially-resolved ultrasonic Doppler velocimetry and =
sophisticated
local speed-of-sound measurements. The technology is ideally suited =
for the
food processing, consumer products, and polymer industries where =
process
fluids or products with complex physical properties (e.g., those =
that
determine texture and consistency) need to be measured or monitored =
in real
time for quality control. The technology helps take the guesswork =
out of
quality-related issues and supplants labor-intensive sampling =
procedures. It
provides desirable performance features in terms of automation, =
resolution,
penetration, and speed. The device meets plant operating =
requirements for
physical size and robustness by integrating advanced sensors, =
miniaturized
electronics, and digital signal processing technologies. The device =
can be
mounted on the outside of piping for continuous or intermittent =
monitoring.
The base technology is patented (U.S. Patent No. 6,067,861 issued =
May 30,
2000) and related improvements are patent pending. Note: THIS IS =
NOT A
PROCUREMENT. Any company interested in licensing this technology must =
respond
with a letter of interest (may be submitted by e-mail) no later than =
60 days
from the publication date of this Notice summarizing the company?s =
business
and technical expertise and motivation for pursuing this =
opportunity.
Companies deemed appropriate will be provided with further information =
on the
technology. Such information may require an executed Nondisclosure =
Agreement.
Respondents wishing to enter into negotiations for a commercial =
license will
be required to submit a business plan for the commercialization =
of the
technology prior to licensee(s) selection and negotiations. Please =
